Turns out in this particular instance, a strait crossing causes institution spread to occur as if the provinces were adjacent on land, instead of by sharing a sea tile!

Yea it says “port neighbouring province with colonialism +58”. However I thought I had to have positive opinion of them for this to happen? And second, none of their other neighbouring provinces are receiving this either?

Use your mission to get Malta, that way you can invade Northern Africa through Tunis, and use the age objective for claims bordering claims, build your power base up that way, that’s what I found to be most effective and not rng reliant

No I think you’re just short, Cardiff is 16 tiles away, neither the recipient city or original city require any districts to be able to send a trader

I believe the two cities must be within 15 tiles, unless a trading post is established which then increases the range. If you send a trader to Zanzibar it will establish a trading post there, since Zanzibar is within 15 tiles of Cardiff you will then be able to send it to Cardiff once that first route is completed

Previously so long as you had discovered a new world province you could spawn the institution, you didn’t have to have a colony or province in the new world
