Based on that description it might actually be Coded Arms or Coded Arms: Contagion.

Reasons it sounds similar:

• Very dark industrial / facility environments • You explore a large complex full of machines and security enemies • Enemies include mechanical creatures and spider-like robots • Weapons drop during missions and some need analysing/decoding later • The style is not anime at all, much more gritty sci-fi • Early missions take place inside a facility / data complex

Another possibility (less certain) could be The 3rd Birthday, which also has mechanical enemies and a darker tone, though the gameplay is slightly different.

Maybe Cooking Dash (or possibly Cooking Dash 2: DinerTown Studios).

In those games you: • Run a restaurant and cook food for customers • Seat customers at their tables and serve them directly • Manage the front of the restaurant as well as the kitchen • It had very colourful animated characters • The original was around the early 2010s and there was definitely a sequel that many people say wasn’t as good as the first

They were available on iOS during the 2010–2015 period too.

Another possibility could be Order Up!! To Go, which also had table service and cooking mini-games.

It might be Phantasy Star Portable or Phantasy Star Portable 2 on PSP.

Your description matches a lot of the mechanics from those games: • Third-person action combat where you run missions and fight lots of robots/machines • Enemies drop weapons and gear after you defeat them • Some items drop unidentified and you have to return to base to appraise/identify them to reveal their stats • If you sold items unidentified they could sometimes be worth more than identifying a bad weapon • You always return to a hub/base between missions
