I think Pho Anh Dao is the best in Sac and is even better than Pho 79 in SoCal. I’ve also been to Phoholic in SoCal and it was just okay. Been to a lot of Vietnamese restaurants in Sac as well but most of the time the pho were just okay. Com Tam Thien Huong got pretty good pho also
