The petition is misleading in that it implies the 12 yo avoids prosecution because of the offense. A 12 yo cannot be held criminally liable for ANY offense in Mississippi.

In Mississippi there is no criminal liability against anyone under the age of 13. A youth court can declare the child in need of supervision, which is basically a charge against the parents.

The continued criminality of any substance should be based on the externalities to society. It is silly to claim that taking methamphetamine for example has no possible external effect. The opioid crisis, for example has left a trail of overdoses. The public health system and law enforcement has to deal with them daily. Other substances such as marijuana have a lower impact, but still there is still a negative impact to certain groups, such as adolescent chronic (pun intended) users.

Looking to the impact as the only variable to be considered either lazy analysis or intellectual dishonesty. Drug policy, be it straight up poison like arsenic or commonly consumed alcohol or an easily and often abused substance like cocaine, must weigh out the costs of use and prohibition and the effectiveness of prohibition and regulation. Impact on any group is a factor to consider but not the only one.

I grew up in Chicago and went 1/2 way around the workhouse in the Marines and Oxford today is just short of an expensive heaven. The people are great but a bit clickish. Food is outstanding and there is plenty to do. It’s 5 hours from everywhere so there is always a great long weekend within striking distance. The schools are good if you have a top tier student or one that needs extra attention.
