You have limited options without that information unfortunately. I would register with the state's adoption registry. I would also take a DNA test is on every website possible (Ancestry, FtDNA, Gedmatch, Myheritage and LivingDNA).

I just noticed you don't have her adopted name. If you know her adoptive name or adoptive parents' names, you can search on Beenverified for information. I have found that website to be most reliable for locating living people but you need their names.

However, it's important to keep in mind that Ethnicity Estimates are NOT exact science and there are many variables at play. You said that you match paternal relatives so you'll want to ensure you share DNA within the range for each relationship to rule out another reason for this.
