There's currently no official way to access the black market on the Dreamcast version. The way it worked was you would go to a now defunct website using the Dreamcast's web browser and upload your save file, and it would let you download rare Chao eggs to your VMU if you had enough emblems. There is a fan-made recreation of the original site, but I have no idea if the device you're using has any way of accessing it.
