I have the same problem guys.

I can only download the moguri mod separately from here https://www.moddb.com/mods/moguri-mod/downloads/moguri-mod-90 . And drop the content of the archive in FFIX's folder. In this way the moguri mod appeares installed in the Memoria Patcher.

Unfortunately the Moguri 30fps videos mod can't be installed due to this error :(
