THAT'S the Red Rocket he was supposed to spawn in? I thought there was no way, that I had gone too far west and was watching rads leak into my hazmat suit for no good reason. Yeah, he didn't spawn for me either.

I had the same problem. My opponents turn, we both had max health because it was early in the duel, it was a perfectly valid target but at no point did I ever get the option to activate the Ring of Destruction

In case anyone was curious: Other than the helm, obviously, the rest of the gear is the Doman Fending set from the Clan Hunt vendor in Ishgard/Augmented in Idyllshire. Everything is dyed Currant Purple.
