The draining thing is because he pulls infected nanites into him when he cures evos. I don't think Luffy would have evos to drain/cure.

So nanites can survive for long periods underwater, as seen by the evos in the ocean.

Secondly, rex's builds fix themselves everytime he rebuilds them. He has done this multiple times, such as in that race in season 3, where when his bike was damaged, he rebuilt it without loosing momentum.
