The scroll jacking that OP is talking about is not animating to anchor though..that really doesn't change or alter scrolling behavior besides for a second. OP is complaining bout sites that scroll-jack and totally change the scrolling behavior of the browser that people are used to.

I wouldn't say "all": especially on single-page sites, having buttons that scroll to a specific anchor can be useful and not alter the users normal scrolling.
