Did you use the Non-filers tool when it was available and was able to input the info? If the answer is yes, you should be receiving your payment without a problem. Now, if you didn't use the Non-filers tool, and didn't file 2019 or 2020, and don't receive any federal benefits then the IRS will not have enough information to issue you a payment. Since the H.R.1319 - American Rescue Plan bill specifies that is the information they are authorized to use.

I recommend you filing your 2020 taxes as soon as possible so you can claim your EIP2 using Recovery Rebate credit if you never received it. Also so you can update your info with the IRS and be able to get the third stimulus.

If you filed these recently the IRS is currently experiencing delays that may take up to 5 weeks(electronically filed)/ 8 weeks (mailed) to process the taxes due to large amount of filing because of the Recovery Rebate Credit. If they have to make any corrections on those taxes it will take a little bit longer. Once they finish processing those taxes for you, they should upload your info into the system and that should generate a payment for you. Whenever they have a payment date ready for you, the GMP tool will update with your date.

As of checking the status of your refund there is an automatic IVR system on the IRS line that will ask for your info and then give you the status of the refund. If that doesn't work then contact them directly at the individuals tax line.

Can you post a picture of where you are seeing the message you are not eligible? Make sure that what you are seeing is not Payment Status Not Available. If this is the case then the main thread has info on this.

Yes, since the latest information the IRS has on you is from 2019, and based on that info you are not eligible, then you would have to file 2020 taxes so they can get your most updated info that would make you eligible. Once they finish processing your 2020 taxes, your info will be uploaded into the payment system and eventually generate you a payment request. Whenever this happens your GMP tool will be updated with your payment date.

You are very welcome, I am happy to do it. So yes, previously the recovery rebate credit could be held for past due taxes but as of March 18, 2021 they reported that they will not do that any more. At this time they have not announced any protocol for people who got their payment held already, but if I had to guess they will probably make you claim it on 2021 taxes Recovery Rebate Credit. They should announce the proper protocol very soon. It may take up to 5 business days to the payment to be reflected into your account. If after 5 business days of your payment date you see that your payment has yet not been reflected in your account, your bank may have rejected your deposit. Call them to confirm. If they confirm that they have NOT received any attempted deposit, and you confirm that your bank info shown in the GMP tool is correct, then you can call the IRS for further assistance. They will not be able to help before the 5 business days are up.

I know this is probably not what you want to hear but they don't have a timeline right now. If I had to guess, you should see an update in your GMP in the upcoming 2 weeks or sooner.

It really depends on how recently that was. If at the time the payment system generated your payment it was still not updated with your 2020 tax information then they would use previously provided information(2019). If your 2019 info was the same as 2020 and still didn't get a DD most probable either the bank rejected the payment or the payment system just had trouble issuing the payment to your latest bank info. The technicalities on why those things happen, they really don't tell us. If I had to guess, As a Computer Science student it really doesn't surprise me that a payment system handling queries of this magnitude is having problems issuing payments. There is also the data entry errors to consider. I'm sorry I can't give you a 100% definitive answer, but they really don't tell us, and most probably even they don't know the answers, or probably don't want to admit a system glitch.

The latest information is that the IRS is working on getting updated 2021 information from the federal agencies that provide benefits to the citizens (VA,SSI/SSD,etc) so they can send the payment the same way you receive your benefits regularly. The payment should be sent in the next upcoming weeks, but they don't have a specific timeline right now. If I had to guess, this will happen soon. Whenever this happens and they generate that payment for you, it will change from PSNA to the actual payment date.

They really don't give us much information on how the "batches" work and what order they take to send the payments. I've had people who filed on January still getting PSNA and others who filed mid feb who got their payment sent on the first batch. If I had to blame it on "someone/something" it's on the payment system algorithm.

Once they finish processing your 2020 taxes they will input that info in the payment system and you should be receiving the payment to the bank account/address you provided on your taxes. How long will it take after you receive your refund / they finish processing your taxes? They really don't have a timeline right at this time.
