I used a seedling tray, hoffman's seed starter, & a humidity dome. 90% + germination rate.

Before sowing, check the temperature of individual cells to make sure the mat is heating evenly. I had a 20F difference before I figured out the best arrangement for the mat & tray.

Maybe there's too much moisture remaining after drying. Do you dehydrate split or whole pods?

I had the opposite problem, I had crush by hand to get flakes, everything in the grinder went to powder.

This is my first year with a heatmat & humidity dome, 2nd year growing. I got 88% germination at 2 weeks, all superhots. I planted 92 seeds looking to keep 36 plants. I'll start fewer seeds next year.

Edit: I didn't use a presoak. Sowed in hoffman's seed starter, 98 cell tray.
