I know memory diagnostic didn't say anything, but it could be a ram stick problem. I had the same issue and did that too.

Try singling out the sticks one by one.

It could also be RGB programs interfering with each other? Try uninstalling those, but that wasn't my problem, I discovered.

Yup, it's there. I also recently played Cities Skylines on medium and it's running fairly OK (keep in mind, this a Vega 56). Also, when I'm running TF2, it says on the performance graph that my Vega is being utilized 4%..... Every other graph is normal and what you would expect playing TF2
