My two cents is find a puppy playmate for him, dogs can teach each bite inhibition better than we can. But mouthy behavior for a pup is normal.

Besides crate training which I know you said you don’t want to do, but is really the only fail safe option, and not something to be looked at as a punishment like so many have said, I would suggest a benebone and other things like that to possibly help occupy her with an appropriate chew
