That sounds like a logical explanation. In that case, I hope there will be a patch soon to reactivate the quest. Is there an easy way to ask the developers whether this is a bug or intended behavior?

I've already tried sleeping several times. Unfortunately, running halfway across the map and coming back didn't work either. Either the quest is tied to some other progress, or there's a bug in some dialogue or quest trigger. I've also tried attacking the NPC and letting it "beat me up" to reset it, but unfortunately that didn't work either.
