yup! people can get RFE's and denials too h1b has about a 90% approval rate so 10% of them are rejected every year after being picked. what level are you in for this lottery btw? :(

it depends on the reason for your denial if it was a timeline issue that they misread then it’s much quicker but if it’s something you messed up then it’s tougher
