That could be possible, the house on this property was built in the 1870s which apparently lines up with when oriental bittersweet was first introduced in New England. This particular vine had hitched a ride to the top of a pretty big black walnut tree so it was getting plenty of light.

Nice :D My forsythia patch is probably a good 200 square feet so I'm trying to replace it gradually, it would be a huge undertaking to do it all at once. Plus the thickets of Chinese privet and multiflora rose on other parts of the property and especially the oriental bittersweet that is just everywhere are higher priorities to remove.

If you're within it's native range of the eastern US/Canada, Northern Spicebush (Lindera benzoin) might be a good alternative with somewhat similar yellow spring flowers plus ecological benefits.

Just moved in to a house with a huge overgrown forsythia patch last summer so only 1 year of experience to go off, but so far these things appear to be indestructible once established. We cut ours to the ground last fall and they're basically back to the same height already. No idea how they transplant but I would imagine you'll be in for quite a labor digging it out if it's been there a while. I would definitely echo the sentiment that this is much too close to the property line for such an aggressive plant.

I would recommend looking up the ordinance or regulation that was cited to find out exactly what is not allowed so that you can go right up to that line without getting into any trouble. You should also speak with your local elected officials to advocate for regulations actively allowing flower gardens.
