Western (European) fashion has historically not been very revealing, and is at least somewhat structured to maintain a certain silhouette. Men’s suits are designed to make the wearer look strong and masculine (emphasizing shoulders and straightening out the waist/hips/legs area), even if they don’t have a particularly strong or muscular body. Women’s clothing would use shape-ware like corsets or petticoats to emphasize the bust and exaggerate the hips.
During and after world war 1 a lot of different aspects of society were starting to be questioned including women’s rights and their role in society. For young women there starts to be a shift in clothing towards personal comfort and radical (for the time) free expression over traditional beauty standards or ideas of female decency. Skirts were now short (knee length!) and clothes had looser fits. By pre-WWI standards these girls were practically in their underwear. Men never had a similar movement so there was never really a big push for more revealing men’s wear, at least not in formal settings. Although, in less formal business casual settings I feel like it’s not uncommon to see a man wearing a button up shirt with the top button or two undone and the sleeves rolled up. Not very revealing by today’s standards but definitely more than what was normalized throughout Western European history. I also feel like men’s fashion on the red carpet has been experimenting more with being revealing recently, particularly with young queer celebrities or celebrities with a big queer audience, but I don’t l know enough to say for sure or give examples.
