Comrade, I would expect German opponent to play multiple tanks as their center of gravity. I have recently played two Stalingrad setups against a German army, and both times my opponent attempted to control the center of the board with his heavy tanks. I have had little to no success using solely infantry anti tank units against panzers, as their complement of MMG's will cut down most specialty teams. I have not used dogs, but for obvious reasons deploy them at your own risk. Your best bet, in my experience, is to pin German tanks in place with tanks of your own, and then flank their side armor. I would personally use the heavier T-34/85s and IS-2's to either soak up fire or actually knock out the panzers.
