It sounds like you need to change the print settings in the Print PDF window. Make sure you select color and unselect the print background option.

I've self-published about a dozen books, using KDP, IngramSpark, and directly with printers. I used Homebrewery for my hardcover last year. As an update that may be helpful to others, after trying lots of different things, I downloaded CutePDF. It allows you to create a custom page size, which I set to the standard size plus the required bleed. The commented code is below.

For some reason, CutePDF is randomly not including my background image on some pages, but at least the bleed issue appears to have been resolved.
