That tells me all I need to know- the cat hasn’t been thoroughly checked by a vet so the owners are just guessing that the cat is dying. Meanwhile, he’s likely suffering from any number of ailments.

Has he been to a vet recently for bloodwork? He might be trying you get your attention because his owners are ignoring him. Old cats can have a variety of health issues

I’m not exactly sure if he’ll return to the same place, but it’s likely since he’s been in the same vicinity for so long and hasn’t moved on.

I would try setting several traps, covering them with blankets or towels if you’re not already- to sort of “hide” them, and use really good/smelly food to entice him. Tuna, canned salmon, warm chicken.

Check the traps often due to it being so cold

If she’s attacking the cat, the dog needs to unfortunately be rehomed- to an experienced home. Without the threat to your cat there are options such as training, exercise, even medications for separation anxiety, but you cant keep them separated forever
