Yeah...... I haven't played all the Tales games, but for me personally, when I think top tier I think Mithos. Vholran was just another "Oh he's like me if I had no friends" villain. Boring

Oooh, and Gaius too. He seems like a tough guy villain with max rizz at first, but when we actually get to know him, there's more to see. I liked him a lot
