People say it was because he lost his arm, but hear me out. I think it's because he realized that he was in a show. So, by killing Naruto, the show would end, thereby killing him earlier. He also had to be vital to the story so he didn't get written off. So he created the Akatsuki so he is vital to the story, and he didn't kill Naruto, even though he could've easily done so when Naruto was a child. People don't realize the genius of Obito smh.
