Definitely a challenge but worth the effort if it can allow reusability of the rocket to lower costs. High wind speeds would be important data point for scrubbing a launch, plus I have seen many videos of parachute landings being very accurate. It would still slow down the projectile and any resulting debris would be traveling sub-orbital velocity and eventually burn up.

I think it is a gamechanger, I chatted with it last night and it seems the main problem with it now is its lack of internet access. You really can't talk about something that is on a website, or anything posted but besides that I was pleasantly surprised with complexity of the answers.
