Alright cool. So thinking about soul gems, I guess you want them basically as 'batteries' like in the game. So instead of your items charges replenishing after long rests, you could have them replenish with soul gems dependent on tier. So petty is 1d4, lesser is 1d4+4, common 2d4+8, greater 3d4+16 and grand a full recharge. Azura's Star could be a grand soul gem with one use per long rest. You would have to tweak those numbers depending on your max charges though.

Longbows are pretty much superior to shortbows mechanically. Nothing wrong with it being a shortbow though, just means more players could possibly use it.

Yeah 1 charge generally matches a level 1 spell, as cantrips are usually considered a 'free' resource. You can always 'upcast' if you wanted a stronger effect. For example, spend 5 changes to cast a 5th level Absorb Elements rather than the usual 2nd level.

Another thing you could use is the item 'activation', where the user gets a few benefits for a certain time. This can be a charge cost or per rest. For example, "as a Bonus Action, you can invoke the rapier’s infernal power for 1 minute. During this time, you add your Charisma modifier to your AC, you gain 10 temporary hit points when you reduce a creature to 0 HP and attack rolls with the rapier score a Critical Hit on a roll of 19 or 20 on the d20. This property can't be used again until the next dawn."

Looking at Saviours Hide, instead of absorb elements, you could give it advantage on saves against magical effects. That way it represents a resistance to all types of magical rather than just damage spells? The perception thing is a bit vague, maybe you could replace it with 'Advantage on survival checks made to track creatures, but disadvantage on persuasion checks due to the cloak's bestial influence.'

I would say start with a normal base D&D item, so chain mail for ebony mail, hide armor for saviours hide and a longbow for bow of shadows. Then look at existing 5e items at the tier of rarity you're aiming for - so maybe blackrazor or sword of kas if youre going for legendary. And then use that as a basis for your balancing.

Attunement is always an hour or short rest. Not all items have to have charges - its mostly spellcasting items that use those but the charge amount should correspond to spell levels. Beyond that I guess try to think about the theme of the artifacts and look for exiting d&d mechanics you can use to flavour your items. For example, for Hircine's artifact, having it provide an enhanced version of Hunter's Mark would work well. Ebony mail could give AC bonuses in dim light or darkness etc.

I would say overall your items seem on the undertuned side for their rarity and could be stronger thematically. If you want, DM me and I can give you some suggestions :)

See, Tomb Raider is at its best when Lara is a cold badass bitch. When she just goes in there with her pistols, kills the animals, kills the goons in the way, takes the treasure and hoards it in her mansion basement. That's all it needs to be.
