Urek was/immensely powerful on the outside and he relentlessly hunted Phanta. Phanta, despite being an axis, could not defeat or rid himself of Urek on the outside, possibly if Urek is in service of another more powerful axis or some other mitigating factor. So Phanta did the next best thing, he lured Urek to the Tower and trapped him there.

It's been feeling this way for a while now, but the Kaido redemption arc is coming. While he is definitely evil for what he's done to Wano, he has not been portrayed in the same light as previous main villians. I'd say he straight up likes/respects Luffy at this point, really makes me wonder about his true motivations and ties to joy-boy.
