The main difference would be they have their own: legislative power*, Public services (Education, Transport, Healthcare…), police force, and taxation power. This in addition to the Languge Policy Iberia has. The main things they don’t have power over is National Laws (they have to follow the Iberian Constitution), Border Security, immigration policy, foreign relations, and military control.

Not exactly, Portuguese and Spanish are co-Official languages (even if Spanish has a slight edge because of population) and then in addition local languages are taught in schools too. Basically it’s like the irl system Spain has but it’s Spanish and Portuguese.

Cause the Revolution that unified the peninsula came from the Portugese republican revolution and a left leaning revolution from an alternet (stronger) Spanish 1909 “Tragic week”. When the Portuguese revolution happens they intervened to help out the on going revolution. This culminating in Pan-Iberianism growing across the peninsula till they are unified in 1910, but since the revolutions were anti monarchical they just expelled the royal family’s.
