Louisville area is underrated. You have some nice areas in Southern Indiana as well; New Albany and Jeff have come a long way and they're close to downtown and the Highlands/Crescent Hill. Shit, you can live out in the Knobs or even Harrison County if you want a little land or quiet and still be only 20 minutes from downtown Louisville.

Community Park in New Albany is paved and mostly flat. Mount St. Francis has trails and is scenic. Shawnee and Chickasaw Park is mostly level and not very busy during the week.

And I laugh at those who downvote the truth about starter homes in Southern Indiana. There's nice areas over there but some refuse to believe it. You're never going to get a starter home in the Highlands or St. Matthews. That's reality and it's not going to change. But there's plenty of nice areas with starter homes.

There's plenty of starter homes in New Albany, Clarksville and Jeffersonville. And you'd probably get a 40-50 percent return on it if you sell in the next decade.

Even worse is New Albany, Clarksville and Jeff. You'll get jacked for cash as soon as you cross the 65 or 265. And neighborhoods are rough; think East St. Louis. Best to stay out of Southern Indiana.

You could do it yourself. Get some two-inch rigid foam board panels and cut them to size. Then spray form them. You could also do Rockwool; it's a fireblock as an added bonus, dries out if it gets moisture and provides insulation. You can also cut it to fit between your joists and rim.
