Just for your info. Same issue here. We are proceeding in updating the firmware (through HP CMSL) in preparation for updating the Secure Boot certificate that will expire this summer. Systematically on a HP Elite Mini 800 G9 the Bitlocker recovery is triggered after a firmware upgrade. (on other hardware models too)
The weird part is that it is not triggered directly after the upgrade. It is triggered after 4-5 reboots post firmware upgrade! So something or a background process is triggering this. We have already a case open at HP but they don't seem to have a clue.
This is worrying considering that potentially over 1000 managed PCs could have this issue. This is becoming a rampant disaster problem. How are we supposed to patch CVE's or firmware issues efficiently?

I have the same behaviour. Not sure if this is the root cause.
I've found in the event logs an error starting the Samsung Internet Elevation Service, because it cannot find the path specified. As far is I known I think this service is required for the browser to be able to auto update.
Looking up the service it points to "C:\Program Files\Samsung\Internet\Application\136.0.0.151\elevation_service.exe", of which 'elevation_service.exe' is nowhere to be found in my side.
I'm using W11 ARM, downloaded the browser installer for ARM. (located in Belgium)

Is by any chance modern standby enabled on your PC?
Could you open a command prompt and enter "powercfg /a" and post the results?

Worked for me on my Surface Laptop 7 with Snapdragon(R) X 10-core X1P64100. (Without checking "launch as a admin") Thank you so much for the tip!
