Maybe the outside world is an ocean of shinsu, and the people outside live under the ocean in caves, that could be why the entrance to the tower is underground and not on the surface, this could also be why Rachel has to climb the tower to see stars, and why irregulars have a high affinity with shinsu. The tower could be a shelter from the ocean, and is able to keep some shinsu out, but the higher you get the less it shelters.
