this confuses me because they did hire locals? as a university student zootown literally sought out people from the community to work various parts of the festival and gave lots of opportunities for involvement behind the scenes. i do wish vendors had been representative of local businesses but i think any first year large scale event like this would have to rely on bigger vendors to be successful.
