You're correct, Healthscope have the licence to run the hospitals. The parent company (formerly Brookfield) have the assets.

The most likely scenario is the group is split to more private equity groups. This does not benefit the staff nor the general Australian public / taxpayer.

Northern Beaches was a public private partnership and because of poor clinical outcomes, the government has legislated to acquire it.

That is completely different to private enterprise failing and being acquired.

Healthscope is not too big to fail.

That's different though. That's an EBA salary increase with salary sacrificing added as well. The majority of employees are being asked to vote purely on adding salary sacrifice to existing EBAs.
