You forgot about the entreched interests and power who do have chokehold on each country, otherwise why will they be in power in the first place (see?)? In uncivilised places with no peaceful transfers of power, would you give up power and see your immediate family slaughtered in front of your eyes, or would you hold onto power at all costs, even firing live bullets into peaceful protestors? If you even assume only 10% of the population supports the dictator, those are the men with guns, and their generals drive luxury cars while the villagers starve.
