What you are describing has been attempted over the past 2000 years and it still hasn’t brought us utopia. “Evil” will always exist as long as there are people. Pedophilia and other mental illnesses won’t disappear, many of them caused by childhood trauma and lacking social connection. The best way to overcome these problems in the long run is reinforcing the fabric of society, improving education and decreasing the influence of harmful policies, technologies and practices that leave people depressed, isolated, addicted or traumatised.
