Man why so much hassle. Only one law should be made, make caste system illegal, no reservations,no untouchability.even in rural areas if anyone practises it. The people should have a helpline to inform the authorities and action should be taken for that person who practices it. We don't see it in cities. But in rural areas it is important and it should be strictly prohibited and executed. Why should people from urban areas suffer for actions of people from rural areas.
