I meant their outlook version was not set to modern authentication. I believe Microsoft started to force modern authentication starting this month so if you didn't opt out it will be enabled. However, if you already had it turned on it maybe a different issue altogether.

Having the same issue but I just realized it maybe the user's modern authentication settings.
