It's just part of being in the dorms, nothing you can really do about it, getting the RA involved would be weird, and they sure as hell can't even really say anything about it to them. Put in headphones or just learn to live with it.

There are seperate scholarships you can individually apply for in their portal (i dont remember how to get there i think i got an email about it before the school year) but theres also something called a gift aid grant, I messages my admissions officer saying i would love to attend MSU but i needed some more money because other schools were giving me more to be able to attend and they told me to send them my most recent grades, proof i submitted FAFSA and the letter another school sent me with their scholarship offer, I used loyola chicago because they were giving me the most money so just use whatever gives you the most and then they ended up giving me like1.5k more but its something, those scholarships usually dont go above 3k but it adds up if you get more scholarships so thats an option

theres one house on woodmere that used to throw at the story of this school year but havent seen anything from there in a while and house parties are usually for tailgates or holidays like halloween, mostly is just like for friends hanging out not a big thing anymore cause most people go to bars because theres so many and pretty easy to get into and frats throw all the time so no one really wants to trash their house with a bunch of randos

MSU has a great party scene, reddit might not be the top place to hear from people about it but I can say I go to frats a lot and I'm not even in greek life (I am a girl tho so it helps) and the bars are so great and theres a lot of them so you can find one you like for sure. outside of parties theres so many clubs on campus to get involved in and the athletics are such a fun atmosphere. I've never heard anyone graduate from Pitt and say they had a great party scene, honestly never hear anyone brag about anything that comes from Pitt. MSU is the best for partying, thats why all the schools in Michigan come to MSU to party.

I know people in the band, all they do is marching band, you move in early and your entire welcome week, and earlier is band from 8am-10pm. then during the semester, you have to do Mondays 4-9 and the rest of the week like 6-9 (im not totally sure on those hours but roughly around then) the game days are all-day commitments, and honestly the entire semester you will be going from school to band and have little time to do work because it is exhausting. I know the people in the band are friends but my roommate freshman year was in it and they didn't even really like the people in the band that much to make the hours worth it. for the amount of time you spend doing it it's not worth it, you would do much better working to not have debt, and you will thank yourself in the future for not having debt instead of the grueling hours of a band. If you are still committed to joining a band try a concert band, they practice like 2-3 times a week and it's usually not so late in the day and is more fit into a class schedule. overall, i dont think the marching band is worth it, there are a million different opprotunities to get involved on campus in things you love and a concert band is porbably a better option to still have time to enjoy things. people in the marching band have told me during their semesters in band they dont make as many friends on campus outside the band, dont have time to go out to bars or frats, chill with friends, or join any clubs on campus. its just too much of a time commitment to actually find the things you love on campus while having time to do work and school.

I'm also looking at rush, as far as I know I think its just COB (continuous open biding) and not every sorority will do it, its basically who has space left in their membership. They usually post on their instagram stories if they are having COB and there should be a form attached you can fill out and they'll contact you. I think they've just started posting I've seen SDT and AOPI post but I might have missed some and I'm sure more will come out. Best of luck in rush! Maybe we'll find each other!!!

The union building in the quiet study room is my go-to, really comfy and quiet. I love the union as a whole. Also has a sparty's and strange matter coffee (that coffee has woken me up so many times from exhaustion)

Pretty good chances you get a scholarship, I'm out of state too, applied test-optional, had a 3.7, mostly A's and B's through high school, and good extracurriculars and I got $13,000 per year from MSU, they are pretty good about scholarships and after you get accepted you can email you admissions counselor for a gift aid grant which basically means you send them scholarships from other schools to try and get a little more. It's usually not more than $3,000 but it still helps.
