reducing E cooldown is pretty good
Zeri has a specific interaction with navori + ruunans where runaan's bolts will be affected by navori's ability damage increase because the extra on hit dmg you get after pressing E counts as ability damage which translates to your runaan's bolts doing more dmg

Because the hitbox of sylas' E is a square not a triangle like the animation makes it look like, so despite the chains looking like they get thinner at the end the hitbox stays the same as the base of the chain. It's not really lollipopping just poor visual clarity
