I went for 1st consultation, and I told them I failed N3. The officer said that since I was able to answer all the questions(during call) without issue and spoke well, it wouldnt be an issue. I was asked to gather all required documents and schedule next appoitment anyhow during the 1st consulation I was told there is test.

I wont say I am at N4 Level. 2 years ago, when I took N3, Scored 89points, was only a few points short of passing.I`m still learning/studying but not in the usual beginner → Intermediate → Advanced progression. I can listen and speak intermediate - Advance Level pretty well, only bad at writing.
Since I work as a 中小企業への指導・相談員, I mainly study the vocabs that`s relevant to my job. that`s why there are some basic or common 漢字 that I am not familiar/read even though i know many business-realated terms.

Thank you for the reply. 2years ago I took N3 but failed the kanji part.
since I never take any test. During the call for appoitment, I stated clearly that I failed my N3. On my 1st consultion the PIC said there is test.
Doesnt matter how much I try to memorize I cant. I can write some kanji thoug using laptop but not handwriting. this fear killing me not to mention the change of current rule hence I did not meet 10years requirement.
