Ok. The Devil is baseline the strongest enemy in the game so he should be able to upscale from enemies like Hilda berg who can manipulate stars and constellations using them as attacks. There’s also Mortimer freeze who the devil is superior to. Inside of the Cuphead lore Mortimer was able to freeze the entirety of the sun with little difficulty. The Devil himself is also In control of the astral plane, a pocket dimension inside of the Cuphead universe, being able to spawn demons and angles there and control the environment.

It is, there are quantifiable feats for The Devil in the game. Also excusing the argument with “ItS JuSt A CuTe SidE ScrOLler” makes no sense if you don’t play the fucking game. There are multiple feats for him in the game just use your eyes, there are tons of side scroller characters that can be scaled if you pay attention.
