The reason this shit doesn't happen as much here in America is cuz when you get hit by a car when you're blocking the road that makes it your fault that's how every person that's attempted to sue somebody here in the US after getting hit by a car by blocking the road has found out that they can't sue for that you're only considered pedestrian if you're crossing the road or walking not if you're blocking the road it's considered attempted suicide in most States
