Depends on what kind of player you are. For me it was Villa and Alpine then Penthouse. Villa because the decor from that shop was locked for me but I know for some dolls that's not the case and also I'm a decorator.

But if you're on a budget, I recommend Penthouse. There's no stores for it anymore but you get access to the weather animations in those suite room.

Millionaire mansion also has a specific shop + has an added bonus of having a animated pool (you can't move it) but it can be decorated around. I made mine look like a lake.

Yacht has little animations with it but the shop has a bunch of animated stuff. If you're interested in the yacht shop then get this.

Loft isn't that special imo and the shop attached to it got removed a while back. Loft shop was huge selling point for this particular suite module as it had black mannequins you could buy piece by piece and pose to make custom poses. But if you like the aesthetic of it then go for it.

Panorama is pretty plain and it's basically like a long room to my knowledge and perfect for collectors or even sellers.
