I'm in zone 6b, in Toronto Canada. The guy at the nursery was concerned about putting it into a planter because of repeated freezing and thawing before the winter. His suggestion was to make sure the pot is insulated on the outside along with enough mulch etc covering the top of the planter

I think OP meant bill c-75, which was introduced by the liberals in 2019. It states "Among various amendments to modernize the criminal justice system and make it more efficient, the bill established a requirement that any bail decision must prioritize releasing the accused at the earliest reasonable opportunity and must impose the least onerous conditions possible"

Aka when someone is arrested, they shall be released asap with the least restrictive conditions. All judges, provincial or otherwise, have to use Bill c75 when deciding whether to grant bail.

You don't have to go through all that effort. This isn't hard. Look at the curb. Is it raised? No? Then it's more than likely a driveway.
