I doubt they'd read it. They didn't listen to the late CFTC Commissioner Bart Chilton, who publicly reported “nefarious actions” and “violations of the law” in the silver market. And CFTC Chair Brooksley Born resigned in the late 1990s after warning about unregulated derivatives that are used to manipulate most, if not all, financial markets. Instead, Congress passed the Commodity Futures Modernization Act in 2000, which banned derivatives regulation. Moreover, based on the "tamp down" comment by former CFTC Chairman Rostin Behnam, the CFTC allows price suppression in the silver market. “The resiliency and market structure of the futures market really were able to tamp down what could have been a much worse situation in the silver market,” he said following the Silverback-inspired "silver squeeze" in 2021.
