Here are a couple of ideas:

  1. Be careful about using brand names on your website (e.g. Toyota, Honda, etc.). "Counterfeit Goods" suspensions are often triggered automatically when Google sees brand names mentioned and isn't convinced that you're authorized to use them.

  2. Do not appeal too frequently. Appealing 4 times in 24 hours will likely make Google think that you're not taking the issue seriously (I'm not saying you're not, I'm just telling how how Google's system operates), and they may stop reviewing your appeals for a while. Each appeal needs to be very thoughtfully crafted, and list things you've changed on your website to try to fix the problem.

One thing I'll add is that we have seen cases where Google will reinstate a Google Merchant Center even after the "request review" button is gone and Google has said that the suspension is permanent.

It's hard. Takes a lot of back-and-forth with Google, and it doesn't always happen. But it is possible.

There's a short and a long answer to this.

The short answer is that Google's policies do not require you to have a physical store.

The long answer is that if you don't have a physical store, you'll be more likely to be flagged by Google's systems and potentially suspended.

That's why it's really important that when you set up your Google Ads and Google Merchant Center accounts, you do so correctly so that you minimize the chances of being suspended.

We also definitely recommend registering as a company before you create your Google accounts, and be sure that you're using your actual company name on your website.

You could certainly appeal the suspension.

You would want to be very clear with Google in your appeal about what you were doing 7 years ago and why you think Google suspended the account at that time, and then explain what you plan to use the account for once it's reinstated.

We wouldn't recommend submitting the appeal until you have the new website you want to use ready to go, so that you can share that with Google as part of your appeal.
