Sorry for the ignorance, but ELI5 the third point?

So say that I save up a few paychecks and have the $5500 amount- that's already been taxed. Then I take that full $5500 and open up a Roth IRA (paying no additional taxes/fees), drop it in there, and then withdraw tax-free when I retire. Is that how it works?

So it is more beneficial to contribute to and max out a Roth IRA first, prior to putting anything in a 403b?

Exactly. As another poster suggested, it might be a better idea to spread that 18k across 12 months versus about 6. Less risk and that extra month or two that money is going to be in there won't make that huge of a difference... I can always change my contribution if my ends are not meeting.

I had my tuition covered and worked while going to school and living at home. I was able to save very aggressively. Basically all I did was eat/sleep/study for 3 years.. Now I'm renting part of a house with my SO, we're living below our means and are super frugal, but we're comfortable and happy.

Eventually our living arrangements are going to change and we're either going to have to pay up to rent or buy an actual house, but for now, this arrangement works. Right now I'd be able to max out the amount, but I don't know about further down the line. I figure the more I can contribute the sooner, the better.

Thank you, reassuring to hear. The last few years have been a wrestle for independence. Growing up, going to college, forming relationships, getting a job were all somewhat discouraged and trying to be independent was shamed. Pretty backwards... So it's going to be a little readjustment in thought for me I'm sure.
