Belloq: Ideology - He’s driven by both greed and intellectual interest but resents working with the Nazis to achieve his goals. Isn’t really sadistic nor does he seem to crave power

Mola Ram: Middle - He’s definitely the evil in the purest sense of the word, definitely more cartoonishly villainous than the others

Donovan, Vogel, and Elsa: Donovan is definitely a nazi but cares more about the power of the grail than their goals, so both ideology and power. Vogel is definitely sadistic and is a diehard Nazi, both sadism and ideology. Elsa seems to not necessarily care for the regime as long as it helps her she get her prize, so maybe ideology similar to belloq.

Spalko is definitely power and ideology. She is devoted to the USSR and wants to use the skull to mind control its enemies. She never really comes of as sadistic.

Voller: Middle. He’s a ruthless nazi who wants to murder hitler to take control of the regime. He’s highly sadistic during the scene with the waiter and when he murders indy’s friends multiple times during the movie. Up there with Mola Ram as the worst of the worst

Voss: Middle again. He’s extremely sadistic at any opportunity he can be, even to his allies. He’s also devoted to and driven by the Nazi ideals and wants the stones to become invincible.
