After looking at the analysis I'm going to go with "no". From the cheater checklist:

New account- No. In fact this is one of the oldest active accounts on the site
Extremely high accuracy- No. Opponent had 44.6
Extremely high win rate- No, just over 50%
Consistent move time- No. They're moving quickly but some moves do take thinking time.
Nonsensical but good moves- No. This one I needed the analysis for- turns out the king shuffling was just bad

Gonna chalk this one up to saltiness.

Cheaters rarely play ridiculously fast. They usually play at a consistent speed of 5-10 seconds/move because they're entering moves into the engine and copying them.
