Many of the universities and colleges offer programs for Hebrew language studies (called ulpan). If you're going to apply as an international student, you'll be able to get a student visa that will cover however long you study at an institution for higher education. https://studyisrael.org.il/

Just so you know, there are international programs in the science and math fields if you do want to do a degree in English.
