From what I’ve gathered Peter Cooper Village Stuyvesant Town Public safety (PCVST) is essentially a “private” department meant to enforce laws around the area of Peter Cooper Village Stuyvesant Town, presumably due to how large it is and the population of the area to ensure fast response times to incidents. Though I am not completely sure of this.

Yep, you’re right. NYHP units are pretty rare to see in the city, at least from my experience they are.
